What is a Letter of Assignment?
Guaranteeing Your Position
A Letter of Assignment (Otnoshenie) — is an official document from a military unit commander confirming the readiness to accept a specific citizen for military service under contract.
Official Status
The document is issued through the Ministry of Defense of the Russian Federation using an approved form.
Legal Force
It serves as the legal basis for the candidate's referral and the conclusion of the contract.
Personalization
It is issued in the name of a specific citizen and cannot be transferred to another person.
Mandatory Stage
Without it, it is impossible to guarantee service conditions in a specific unit.
Do not confuse it with other documents:
A Letter of Assignment is not a referral from the enlistment office (which is advisory), not a verbal agreement, and not a roster entry. It is a guarantee of your spot.

Risks of serving without a Letter of Assignment
General Contract Terms
No guarantees regarding position or rank. You could be assigned to any vacancy, and conditions (schedule, duties, location) may differ from expectations.
Arbitrary Distribution
Without a letter, the candidate enters a general pool. You could be sent to any military unit, even in another region.
Risk of Losing Payments
Lump-sum payments vary by region. Without a letter, there is a risk of receiving a base payment instead of an enhanced one.
